MRVP Updates

Mr. Connolly of Cambridge moves to amend the bill in section 2,  in line item 7004-9024, in line 6, by striking out the word “may” and inserting in place thereof “shall”; and in line 43 after the words “that the department may impose certain obligations for each participant in the Massachusetts rental voucher program through a 12-month contract which shall be executed by the participant and the department; provided further, that such obligations,” removing the word “shall” and inserting in place thereof, “may”; and inserting after the words “department may expend funds from this item for costs related to the completion of the voucher management system;” the following - “; provided further that the department approved monthly rent levels for mobile vouchers issued or leased after July 1, 2018, shall not be less than the current area-wide fair market rent based on unit size as established by the United States Department of Housing and Urban Development; provided however, that the rent level must be determined to be reasonable by the administering agency; provided further that for mobile vouchers currently leased, the new rent level shall not begin until the anniversary date of the lease; and provided further, that the Administration shall begin distributing any newly funded vouchers on or before August 1, 2018” and striking the number $100,000,000 and inserting in place thereof, $120,000,000
