Regional Equity

Representatives Ashe of Longmeadow, Garlick of Needham, Tosado of Springfield and Provost of Somerville move to amend the bill in section 2, in item 4000-0700, by adding the following: “and provided further that, $2,000,000 shall be made available to the Secretary of Health and Human Services to provide a delivery system transformation grant to an Academic Medical Center with a level  1 Trauma Center in western MA who has been significantly disadvantaged due to longstanding regional inequity in the Medicaid Program Payment System. Said grant shall be utilized for costs associated with the transition to an ACO System.  Said grant shall be used for ACO startup costs including infrastructure and capacity building, network development, care coordination, performance measurement, mobile health and IT. Said grant can qualify for Medicaid federal matching funds using the FY2017 Infrastructure and Capacity Grant Program that has at least $10 Million dollars available in the MassHealth 1115 Waiver thereby reducing net state cost by 50% to $1 Million dollars.”
