Amendment #759 to H4400

RTA Service Policy and Comprehensive Funding

Ms. Peake of Provincetown moves to amend the bill by adding the following new section:

 

SECTION XX.  Section 53 of chapter 6C of the General Laws is hereby amended by inserting at the end thereof the following:

 

Additionally, recognizing the importance equality and mobility for transit riders throughout the Commonwealth, the division and regional transit authorities established pursuant to chapter 161B shall develop a statewide regional transit service policy and comprehensive funding process.  Said service policy and funding process shall be developed cooperatively and shall recognize the diverse service populations and geographic makeup of the different regions.  The division and the regional transit authorities may develop a working group to include division staff, regional transit authority administrators and staff, regional transit authority municipal board members and other subject matter experts, by majority agreement of the regional transit authorities and the division.  Said service policy and funding plan shall include but not be limited to funding and service scenarios for existing service, new service including but not limited to Saturday and Sunday service, weekday service after 6:00 pm, reduction of headways at peak service hours and additional service runs for identified overcrowded runs.  The service and funding plan shall be filed with the Joint Committee on Transportation and the House and Senate Committees on Ways and Means no later than November 30, 2018.
