Amendment #802 to H4400

Mass ID for Homeless Youth and Families

Representatives Khan of Newton, McMurtry of Dedham, O'Day of West Boylston, Vega of Holyoke, Rogers of Cambridge, Gordon of Bedford, Campbell of Methuen, Walsh of Framingham, Garballey of Arlington, Lewis of Framingham, Hecht of Watertown, Ultrino of Malden, Tosado of Springfield, Garry of Dracut, Provost of Somerville and Gentile of Sudbury move to amend the bill by adding the following section:

“SECTION XX. The third sentence of the first paragraph of section 8E of chapter 90 of the General Laws, as amended by section 57 of chapter 133 of the acts of 2016, is hereby amended by inserting after the word “cards” the following words: – including an exceptions process by which a person who is homeless, an unaccompanied homeless youth, or a person who is otherwise unable to meet the established criteria may apply for a Massachusetts identification card and have the fee, for the same, waived.

 

For the purposes of this section, the term “homeless”, shall mean a person as defined by the Stewart B. McKinney Homeless Assistance Act of 1987, § 103(a), 42 U.S.C. § 11302(a), as amended from time to time, and the term “unaccompanied homeless youth”, shall mean a person 24 years of age or younger who is not in the physical custody or care of a parent or legal guardian and who lacks a fixed, regular, and adequate nighttime residence”.
