Mr. Kafka of Stoughton moves to amend the bill in section 2, in item 1000-0001 by inserting after the words “For the office of the state comptroller” the following words: "for the management of the accounting, payroll, related financial systems and annual financial reports, including prescribing the books and manner of accounting and internal control guidance for all Commonwealth agencies  to promote accountability, integrity, and clarity in Commonwealth business, fiscal, and administrative enterprises and mitigate the risk of fraud, waste and abuse of Commonwealth resources;"
