Amendment #87 to H4617

Center for Health Information and Analysis Study -- Implementation

Representatives Jones of North Reading, Hill of Ipswich, Poirier of North Attleborough, Gifford of Wareham, Frost of Auburn and Smola of Warren move to amend the bill by adding the following new section:—

“SECTION X. It shall be the policy of the general court to impose a moratorium on the implementation of this act until the latter of either January 1, 2019, or until the Health Policy Commission and Center for Health Information and Analysis have concluded, and published results from, a comprehensive review of the legislation to include but not be limited to the following: an assessment of the legislation’s effect on access to care; an assessment of the legislation’s effect on access to health insurance coverage; an assessment of the legislation’s effect on health care affordability; an estimate of the costs associated with the legislation; an evaluation of the cost containment measures, if any, contained in the legislation; the legislation’s  expected effect on hospital readmission rates; the legislation’s expected effect on the utilization of emergency departments; and the legislation’s expected effect on quality of care.”
