Energy Efficiency Pilot Program

Mr. Golden of Lowell moves to amend the bill by inserting after section 53 the following section:

"Section 54. There shall be established a pilot program in the city of Lowell wherein $5 million dollars shall be allocated annually from January 1st 2019, through January 1st, 2022 from a funding source or funding sources outlined in section 19 of chapter 25 of the General Laws, as so appearing.  Said money shall be made available to a local 501(c)3 that has the capability to provide zero to 3% loans to local commercial businesses to implement energy efficiency updates to increase commercial activity, contribute to downtown revitalization, promote job creation in economically depressed areas, or advance other local economic development goals."
