Financial Assistance for the Construction, Rehabilitation, and Repair of On-Shore Facilities
Mrs. Haddad of Somerset moves to amend the bill in Section 2A, after line 43, by inserting the following item:
“xxxx-xxxx. Provided that the general court finds and declares that: (a) rising temperatures and sea levels present threats to the commonwealth’s coastal communities; (b) the development of alternative energy sources is an essential element to protecting these communities from the impacts of changing environmental conditions; (c) that the development of wind-driven electricity generating facilities, including facilities located offshore are an important alternative energy source; (d) that sufficient facilities for staging materials and equipment for installation of offshore wind-driven generating developments and transmitting electric power generated by such facilities back to shore do not currently exist in the commonwealth; (e) therefore, it is in the public interest of the commonwealth to promote the prosperity and general welfare of its citizens, a public purpose for which public money may be expended, to provide technical and financial assistance to coastal communities and other organizations, for the construction, rehabilitation and repair of on-shore facilities suited to support the growth and expansion of the off-shore wind-driven electricity generating, $15 million shall be made available for dredging in the waterways and the construction, rehabilitation and repair of on-shore facilities located at Brayton Point in the Town of Somerset to support the growth and expansion of the off-shore wind-driven electricity generating projects.”
