Net-zero Housing

Mr. Cahill of Lynn moves to amend the bill by adding the following new section:-

SECTION XX. The commissioner of energy resources shall conduct a detailed analysis of methods to promote the development of net-zero housing to reduce statewide emissions. As defined in this section, “net-zero housing” refers to a housing development that consumes a total amount of annual energy that is substantially equivalent to the amount of renewable energy generated on site. The analysis shall examine the potential for net-zero housing development grants, tax credits and other pathways for stimulating the development of net-zero housing in the commonwealth. The analysis shall examine policies being employed by other states and municipalities, with the goal of evaluating the viability of a state-wide net-zero housing promotion program. The commissioner shall publish the findings of the analysis and make the analysis available for public inspection. The commissioner shall file a report of the analysis and findings with: the clerks of the senate and house of representatives; the senate and house committees on ways and means; the joint committee on telecommunications, utilities and energy; and the joint committee on housing, no later than July 1, 2019.
