Mrs. Haddad of Somerset moves to amend the bill by adding the following section:-

SECTION X. Chapter 169 of the Acts of 2008, as amended by Chapter 188 of the Acts of 2016 is hereby further amended in Section 83C subsection (d) by inserting in the last sentence, after the word “proposals” the following:-

that ensure utilization to the greatest extent possible all designated wind energy areas for which an initial federal lease was issued on a competitive basis, that promote economic development in the commonwealth, and
