RPS Grandfathering

Mr. McGonagle of Everett moves to amend the bill in Section 2 by inserting at the end of the first paragraph of Section 17 (a) in Line 50 the following sentence: 

The initial application of this requirement and each annual increase shall be prospective for new customer contracts entered into by the retail electricity suppliers after the increase goes into effect.
