Commission on potency

Messrs. Lewis, O'Connor and Moore and Ms. O'Connor Ives move to amend the bill by inserting the following section:-

Section X. Chapter 94G of the General Laws is hereby amended by inserting after section X the following section:-

Section Y. The commissioner of the department of public health shall investigate the effects of marijuana and marijuana products with a high potency of tetrahydrocannabinol on the human body. As part of the investigation, the commissioner shall make a recommendation on whether there should be restrictions on the potency of tetrahydrocannabinol in marijuana and marijuana products, and, if the commissioner determines that a restriction should exist, a recommendation of what that restriction may be.

The commissioner shall file a report of the findings and recommendations with the cannabis control commission, the clerks of the house of representatives and the senate and the house and senate chairs of the joint committee on marijuana policy not later than April 1, 2018.
