Clarify impeded driving

Mr. Barrett moves to amend the bill by adding the following new section:

SECTION X.  Said section 13 of chapter 90, as so appearing, is hereby further amended by striking out, in line 3, the words “may interfere with or impede” and inserting in place thereof the following words:- interferes with or impedes.
