Operating with accessible parking placard

Mr. Barrett moves to amend the bill by adding the following new section:

SECTION X.  Said section 13 of chapter 90, as so appearing, is hereby further amended by inserting after the first sentence the following sentence:-  Display of a parking identification placard issued pursuant to the requirements in section 2 of this chapter shall not, in and of itself, constitute a violation of this section.
