Ensuring Predictable Permitting

Mr. Rodrigues moves to amend the bill by striking, in lines 45 through 47, the following sentence:- "Upon the adoption of the plan, all certificates, licenses, permits, authorizations, grants, financial obligations, projects, actions and approvals issued thereafter by a state agency or state authority shall be consistent, to the maximum extent practicable, with the plan."
