Mr. Tarr moves to amend the bill by inserting at the end thereof the following new section:-

"SECTION. Notwithstanding any general or special law to the contrary the department of elementary and secondary education shall conduct a study on the first three years of this act to determine any additional costs incurred on municipalities.

Said study along with any recommendations to the clerks of the house and senate, the house and senate ways and means committee, and the joint committee on education"
