Implementation costs

Mr. Fattman moves to amend the bill by inserting at the end thereof the following new section:-

“SECTION__.  Notwithstanding any general or special law to the contrary, the state auditor within 90 days of the implementation of this act shall conduct a study to determine whether the act is an unfunded mandate on municipalities as determined by the division of local mandates. If it is determined that this act is an unfunded mandate, school districts shall not be responsible for implementing the provisions of this act. Said determination and any recommendations shall be submitted to the clerks of the house and senate, and the house and senate committee on ways and means.”
