Outside Sources

Mr. Rush moves to amend the bill in section 1, in proposed section 2ZZZZ, in the second paragraph, by inserting after the first sentence the following 2 sentences:-  “Funds received from nonpublic entities shall be received through a request for proposal process directed and managed by the state treasurer and receiver general.  Amounts received from private sources shall be approved by the state treasurer subject to review before being deposited in the fund.”; and in said section 1, in said proposed section 2ZZZZ, by inserting after the second paragraph the following paragraph:-

“Prior to funds being deposited into the Civics Project Trust Fund, the state treasurer and receiver general shall conduct a review of the external sources of revenue.  The review shall consider whether the pledged funds are accompanied by conditions, explicit or implicit, on the implementation of civics education programming that are detrimental to the neutral and rigorous teaching of civics or that in any way influence the direction of civics education policy.  The review shall be sent to the department of elementary and secondary education, the house and senate committees of ways and means and the joint committee on education prior to the disbursement of funds.”
