Veterans’ Work-Related Experience

Mr. Ross moves to amend the bill by inserting at the end thereof the following new sections:-

SECTION __. Chapter 23 of the General Laws, as appearing in the 2016 Official Edition, is hereby amended by inserting the following new section:-

"Section 26. Notwithstanding any other general or special law to the contrary, veterans who reside in the Commonwealth may be exempted from apprenticeship, school and other requirements to acquire a permit or license to perform work in an area requiring a license. The commissioner shall promulgate rules and regulations to award veterans exemption from requirements or credits toward licensure for all retired military experience and schooling in the area in which the veteran seeks to be licensed. The rules and regulations shall include, but not be limited to, accepting military training and work experience in lieu of apprenticeship fully or partially, as the licensing authority determines, and exempting the veteran from apprenticeship and other requirements."

SECTION __. Section 2A of chapter 141 of the General Laws, as so appearing, is hereby deleted and replaced as follows:-

“Section 2A. In the conduct of examinations they shall make uniform requirements for all towns, which may be revised from time to time, as circumstances require. They shall grant maximum relevant education, training or service credit to the examination standing of each applicant who is a veteran, as defined in clause Forty-third of section seven of chapter four. Said examinations shall be sufficiently frequent to give ample opportunity for all applicants to be thoroughly and carefully examined, may be written or in practical work, and may be supervised by one or more of the examiners, but no license shall be granted without the sanction of the examiners.”

SECTION __. Section 4 of chapter 142 of the General Laws, as so appearing, is hereby amended by deleting paragraph (2) and replacing as follows:-

“The Bureau shall accept maximum relevant education, training or service completed by an individual as a member of the armed forces, as defined in Clause Forty-third of section 7 of chapter 4, or the United States military reserves as credit toward the qualifications required to apply to the bureau for a journeyman gasfitter or journeyman plumber fitter license.”

SECTION __. Section 240 of chapter 112 of the General Laws, as so appearing, is hereby deleted and replaced as follows:-

“Section 240. The board shall make such rules as they deem proper for the performance of their duties and governing the qualifications of applicants for examination. The board shall examine each person who applies for a license as a journeyperson sheet metal worker or a master sheet metal worker, as to his practical knowledge of sheet metal work. The board shall hold frequent examinations in the greater Boston area, and at such other convenient locations as it deems necessary. The board shall accept maximum relevant education, training or service completed by an individual as a member of the armed forces, as defined in clause Forty-third of section 7 of chapter 4, or the United States military reserves as credit toward qualifications to apply to the bureau for a journeyperson sheet metal worker license.”

SECTION __. Section 82 of chapter 146 of the general laws, as so appearing, is hereby amended by adding the following:-

“The Bureau shall accept maximum relevant education, training or service completed by an individual as a member of the armed forces, as defined in clause Forty-third of section 7 of chapter 4, or the United States military reserves as credit toward the qualifications required to apply to the bureau for a journeyman pipefitter license, journeyman refrigeration technician license, or journeyman sprinkler fitter license.”
