Increasing employment opportunities for all residents of the commonwealth

Mr. Lewis moves that the proposed new text be amended by adding the following section:-

SECTION X. Section 1 of chapter 23I, as so appearing, is hereby amended by striking the fourth paragraph in its entirety and inserting in place thereof the following paragraph:-

“(4) promoting life sciences research to foster the development of the next generation of health-related innovations, to enhance the competitive position of the commonwealth in this vital sector of the economy, to increase employment opportunities for all residents of the commonwealth, and to improve the quality and delivery of health care for the people of the commonwealth is a clear public purpose and governmental function;”
