Ms. O'Connor Ives moves to amend the bill in section 2A, in item 7002-1120, by adding the following words:- "; provided further, that not less than $3,175,000 shall be expended for the design and construction of waste water treatment facility improvements in the city of Haverhill to reduce combined sewer overflows into the Merrimack River."
