Messrs. Boncore, Fattman and Timilty and Ms. Gobi moved that the proposed new text be amended at the end thereof by inserting the following new section:-

Notwithstanding any general or special law to the contrary, the Joint Committee on Housing shall conduct an investigation and study of the feasibility of establishing election procedures for tenants to elect a tenant as a member of a housing authority.  During the course of its investigation and study the committee may consult with the Massachusetts Department of Housing and Community Development, Massachusetts Chapter of NAHRO, the Massachusetts Union of Public Housing tenants, Massachusetts Secretary of State, and the Massachusetts Town Clerk’s Association.

The committee shall report its finding and recommendations, together with drafts of legislation necessary to carry those recommendations into effect by filing the same with the House and Senate Clerk no later than January 1, 2018.
