Ms. Creem, Messrs. Eldridge and Lesser moved that the proposed new text be amended in section 2, in item 8900-1100, by inserting the following:- “; and provided further, that not less than $200,000 shall be expended for the department of correction to administer a request for proposals through a competitive bid process to support no fewer than 2 public-private partnerships with private institutions of higher education for the purpose of providing post-secondary academic services to individuals incarcerated in state prisons; provided further, that institution of higher education grant applicants shall submit a proposal detailing the program design, resources needed, anticipated costs and impacts; provided further, that a grantee may apply in partnership with a non-profit private organization with demonstrated experience in academic programming, re-entry, and mentoring services; provided further, that not more than $60,000 of said funds shall be expended to the department of correction to cover costs associated with coordinating said public-private partnerships”; and in said item by striking out the figures “$500,000” and inserting in place thereof the figures “$700,000”.
