Youth Safety

Ms. Chang-Diaz moved that the amendment be amended by striking the text and inserting in place thereof the following:-

“SECTION XX.  Section 1. Notwithstanding any general or special law to the contrary, the Commonwealth shall establish a Youth Safety Technical Assistance Team to provide assistance to school districts, municipalities, and local housing authorities, at their request, on all aspects of youth safety and emergency management. The technical assistance team shall consist of the Secretary of Executive Office of Public Safety and Security, or a designee, the Secretary of the Education, or a designee, the Secretary of the Executive Office of Health and Human Services, or a designee, the director of the Massachusetts School Building Authority, or a designee, a member of the Massachusetts Police Chiefs Association, a member of the Fire Chiefs Association of Massachusetts, a designee of the National Association of Social Workers, Inc., a designee of the Massachusetts School Counselors Association, Inc., a designee of the Secretary of Health and Human Services who represents a lead service providing organization through the Safe and Successful Youth Initiative,  a designee of the Secretary of Public Safety and Security who represents a research partner of the Charles E. Shannon Community Safety Initiative, and a member of the Massachusetts Association of School Superintendents. The Executive Office of Public Safety and Security shall act as the lead agency in the development and implementation of the Technical Assistance Team.

Section 2. There shall be established a youth safety grant program to provide grants allowing cities, towns, local educational agencies, local housing authorities, and regional school districts to enhance youth safety by supporting measures including, but not limited to, youth programming, capital facility safety improvements, and wraparound services; provided, that amounts shall be credited to the fund by the fines as established in section 3 of this act; provided, that the fund may be supplemented through appropriation from the general fund or other available sources including but not limited to any interest earned on monies in the fund; any funds from private sources including, but not limited to, gifts, grants and donations received by the Commonwealth that are specifically designated to be credited to the fund. The grant shall be jointly administered by the Executive Offices of Public Safety and Security and the Executive Office of Health and Human Services.

Section 3. Chapter 140 of the general laws is hereby amended by inserting after section 128B the following section:-

Section 128C. Any person who violates the provisions of section 128 shall, in addition to any penalty provided therein, be punished by a fine of $500.”
