Stand for Children

Messrs. Boncore and Lewis, Ms. Friedman, Messrs. Feeney, Welch, Moore and Tarr, Ms. Gobi, Messrs. Collins, Montigny and O'Connor moved that the proposed new text be amended in section 2, in item 7010-0033, by striking the following:-

"For a literacy and early literacy grant program; provided, that notless than $300,000 shall be expended for Reading Recovery; provided

further, that not less than $339,500 shall be expended for the Bay State Reading Institute; provided further, that programs receiving funding through this item shall provide ongoing evaluation and documentation of outcomes to the department of elementary and secondary education; and provided further, that evaluations shall be compared to measurable goals and benchmarks developed by the department of elementary and secondary education.................................................................................$2,026,226"

and placing instead thereof the following:-

"For a literacy and early literacy grant program; provided, that not less than $300,000 shall be expended for Reading Recovery; provided further, that not less than $339,500 shall be expended for the Bay State Reading Institute; provided further that not less than $700,000 shall be administered through a competitive process by the department of elementary and secondary education for the establishment of a competitive grant program to support elementary and middle schools in improving literacy and other instruction by moving towards small group differentiated instruction, using formative assessments, and administering an entrance screening at kindergarten or when a student is otherwise enrolled for the first time in a Massachusetts public school. The district shall match every $2 of state money with $1 of local funds. Grants shall be used for school transformation including but not limited to professional development, external partners, educator common planning time, education materials, books and software; provided further that programs receiving funding through this item shall provide ongoing evaluation and documentation of outcomes to the department of elementary and secondary education; and provided further that evaluations shall be compared to measurable goals and benchmarks developed by the department of elementary and secondary education. Funds under this line item shall survive the expiration of the fiscal year ………………$2,726,226."
