Massachusetts Rental Voucher Program

Messrs. Boncore, Brady, Lewis, Eldridge and Brownsberger, Ms. Friedman, Messrs. Cyr, Ross, Moore and Barrett, Ms. Jehlen, Messrs. Keenan and Welch, Ms. L'Italien, Messrs. DiDomenico, Collins and O'Connor moved that the proposed new text be amended in section 2, in item 7004-9024, by inserting, after the words “that the department may impose certain obligations for each participant in the Massachusetts rental voucher program through a 12-month contract which shall be executed by the participant and the department; provided further, that such obligations,” removing the word “shall” and inserting in place thereof, “may”; and inserting after the words “that the report shall comply with state and federal privacy standards;” the following:-

“ provided further that the department approved monthly rent levels for mobile vouchers issued or leased after July 1, 2018, shall not be less than the current area-wide fair market rent based on unit size as established by the United States Department of Housing and Urban Development; provided however, that the rent level must be determined to be reasonable by the administering agency; provided further that for mobile vouchers currently leased, the new rent level shall not begin until the anniversary date of the lease; and provided further, that the Administration shall begin distributing any newly funded vouchers on or before August 1, 2018” and striking the number $97,469,569 and inserting in place thereof, $120,000,000"
