Mr. Welch moved that the proposed new text be amended in section 2, in item 7008-0900, by inserting after item 7008-0900 the following:- "XXXX-XXXX to the town of West Springfield to offset costs due to unforeseen and extraordinary expenses that the town incurred as a result from homelessness due to natural disasters…………$75,000”.
