PILOT Study
Messrs. Hinds, Eldridge and Humason and Ms. Gobi moved that the proposed new text be amended by adding the following section:-
“SECTION XXXX. Notwithstanding any general or special law to the contrary, the department of revenue shall conduct a study of the economic impacts of state-owned land in the commonwealth. The study shall identify, evaluate and make recommendations including, but not limited to, such criteria as to: the state’s processes, methods, and formulas used for determining full and fair land valuations of state-owned land; the effectiveness and equity of said processes, methods and formulas to cities and towns of the commonwealth relative to the loss of local property taxes due to state-owned land; the economic impacts of state-owned land valuations and the payment in lieu of taxes program experienced by cities and towns of the commonwealth; the impact of state-owned land valuations on local and state-wide economic development; implementing a revised or new payment in lieu tax formula; and other issues as may be relevant to state-owned land valuations and the payment in lieu of taxes program.
The department shall file a report of their findings and recommendations with the clerks of the of the senate and the house of representatives, the chairs of the joint committee on the environment, natural resources, and agriculture, the chairs of the house and senate committees on ways and means, and the rural policy commission, not later than March 1, 2019.”
