Committee materials and votes

Mr. Hecht of Watertown moves to amend the order in Rule 17A by inserting in line 475 after the words “executive session.” the following:- All testimony at hearings and other written materials submitted to a committee shall be made available to members of the House and the public; provided however a committee may in its rules of procedure establish exceptions for materials of a personal or confidential nature where the person or organization submitting the materials so requests in writing.

And further moves to amend said rule by striking paragraph (h) and inserting the following:- (h) Copies of all redrafted bills that are to be voted on at an executive session of a House committee or by electronic poll shall be available to all members of the committee electronically in the form in which they will be considered no less than twenty-four hours prior to their consideration; provided, however, that a committee may vote on a bill that has not been available for said period of time by vote of a majority of the committee members.

And further moves to amend Rule 17B by inserting in line 499 after the words “all such roll calls” the following:- “and electronic polls of committee members”.
