Length of Service for Leadership Positions

Mr. Dooley of Norfolk moves to amend the order by adding at the end of proposed Rule 18 the following paragraph:-

“No member shall hold the position of Speaker; Speaker pro Tempore; Majority Floor Leader; Assistant Majority Floor Leader; Second Assistant Majority Floor Leader; Minority Leader; Assistant Minority Floor Leader; Second Assistant Minority Floor Leader; Third Assistant Minority Floor Leader; chair of a committee; vice chair of the Ways and Means committee; assistant vice chair of the Ways and Means committee; vice chair of the Post Audit and Oversight committee; vice chair of the committee on Rules; vice chair of the committee on Revenue; vice chair of the committee on Financial Services; vice chair of the committee on Health Care Financing; vice chair of the committee on Bonding, Capital Expenditures, and State Assets; vice chair of the committee on State Administration and Regulatory Oversight; vice chair of the committee on Economic Development and Emerging Technologies; Ranking minority member of Ways and Means; Assistant Ranking minority member of the Ways and Means committee; Ranking minority member of the committee on Rules; Ranking minority member of the committee on Financial Services; Ranking minority member of the committee on Health Care Financing; Ranking minority member of the committee on the Judiciary; Ranking minority member of the committee on Bonding, Capital Expenditures, and State Assets; Ranking minority member of the committee on Public Safety and Homeland Security; Ranking minority member of the committee on Transportation; or ranking minority member of the committee on Economic Development and Emerging Technologies for more than 10 years in total, consecutively or non-consecutively.”
