Sexual and Domestic Violence Prevention

Representatives Blais of Sunderland, Barber of Somerville, Domb of Amherst, Farley-Bouvier of Pittsfield, Fernandes of Falmouth, Garry of Dracut, Gentile of Sudbury, Hecht of Watertown, Jones of North Reading, Khan of Newton, Linsky of Natick, Madaro of Boston, Meschino of Hull, Sabadosa of Northampton, Vega of Holyoke, Vieira of Falmouth and Dykema of Holliston move to amend the bill in section 2, item 4513-1131 by striking out the following language, “For a competitive grant program in public schools from grades 5 through 12 to promote healthy relationships and address teen dating violence; provided, that the department of elementary and secondary education shall develop a 3 year grant program for 10 schools on anti-teen dating violence programming for implementation for the school year beginning in 2019; provided further, that the grant program shall be for schools in which the majority of students are eligible for free or reduced lunch; and provided further, that at least 1 grantee shall be a school located in a municipality with a population of 25,000 or less.” ; and inserting in place thereof the following:

“For a domestic violence and sexual assault prevention program focused on teens in high-risk communities; provided, that the programming shall be aimed at promoting healthy relationships and addressing teen dating violence; provided further, that the department shall partner with domestic violence and sexual assault service providers, other community-based organizations or school-based organizations to develop evidence-based and outcomes-focused prevention strategies; provided further, that the program shall prioritize funding for schools and communities in which the majority of students are eligible for free or reduced lunch; provided further, that at least one program shall occur in a municipality with a population of 25,000 or less; and provided further, that funds may be expended for a competitive grant program.” And further move to strike out the figure “$150,000” and inserting in place thereof the figure “$1,000,000.”
