The secretary of the executive office of health and human services shall expend not less than $15,000,000 in fiscal year 2020 in bridge funding to Community Health Centers that demonstrate financial distress based on such criteria the Secretary may establish for fiscal year 2020. For purposes of this section “community health center” shall be defined as any health center in the Commonwealth receiving a grant under 42 USC section 254b".
