Amendment #563 to H3800

Pay Per Stop T Commission

Representatives Jones of North Reading, Hill of Ipswich, Poirier of North Attleborough, Gifford of Wareham, Frost of Auburn and Smola of Warren move to amend the bill by adding the following new section:-

 

“SECTION XX:  Notwithstanding any general or special law to the contrary, there shall be a special commission to study and report on the implications of changing the fee structure of the MBTA to a “pay per stop” structure as opposed to the current flat fee structure.

 

The commission shall consist of the chairmen of the joint committee on transportation, who will serve as co-chairs; the secretary of transportation or his designee; the secretary of public safety or his designee; the speaker of the house of representatives or his designee; the president of the senate or his designee; the minority leader of the house of representatives or his designee; the minority leader of the senate or his designee; a representative of the Massachusetts Bay Transportation Authority appointed by the governor; and a member of the public from the City of Boston appointed by the governor from a list of three names submitted by the attorney general.

 

The commission shall study the possible lost or gained revenue from restructuring the fee structure of the MBTA. The commission shall hold a minimum of two public hearings in the Greater Boston area.

 

The commission shall submit its report and findings, along with any draft of legislation, to the house and senate committees on ways and means, the joint committee on transportation, and the clerks of the house of representatives and the senate on or before June 1, 2020.”.
