Perinatal Mental Health Best Practices and Evaluation

Representatives O'Day of West Boylston, Jones of North Reading, Haddad of Somerset, Provost of Somerville, Khan of Newton, Hecht of Watertown, Ashe of Longmeadow, Garballey of Arlington, Domb of Amherst, Blais of Sunderland, Santiago of Boston, Keefe of Worcester, Whipps of Athol, Fiola of Fall River and Honan of Boston move to amend the bill, in section 2, in line item 4510-0112 by inserting at the beginning thereof the following: "For perinatal health support services; provided that not less than $200,000 shall be expended" and in said item by inserting at the end thereof the following "; provided further, that not less than $150,000 shall be expended for the department of public health to provide technical assistance to health care providers on the implementation of the United States Preventive Services Task Force Perinatal Depression Preventive Intervention recommendations, program oversight to postpartum depression pilot programs, expertise on parental mental health, maternal morbidity, and maternal mortality to the department, and general education and support to community stakeholders; provided further, that the department of public health, in consultation with other state agencies and hospital systems, shall produce a report to define a set of measures to track the annual perinatal mental health outcomes for all deliveries in the Commonwealth and to outline a process for the collection and reporting of said measures; provided further that said measures shall include, but not be limited to, the rate of screening for postpartum depression, the identification of perinatal mental health diagnoses, and the incidence of postpartum psychosis; provided further that said report shall include, but not be limited, to the cost, timing, and feasibility thereof; provided further that the department shall report to the to the house and senate committees on ways and means, the joint committee on mental health, substance use and recovery, and the Ellen Story Commission on Postpartum Depression no later than March 1, 2021; provided further that not less than $150,000 shall be expended for the production of said report"; and in said item by striking out the figures "$200,000" and inserting in place thereof the figures "$500,000"
