Home and Healthy for Good
Mr. McGonagle of Everett moves to amend the bill in section 2, in item 7004-0104, in lines 1 to 16, inclusive, by striking out the paragraph contained in those lines and inserting in place thereof the following: "for the home and healthy for good program operated by Massachusetts Housing and Shelter Alliance, Inc. to reduce the incidence of chronic homelessness in the commonwealth; provided, that not less than $2,390,000 shall be expended for this program; provided further, that not less than $250,000 of which shall be expended to continue a supportive housing initiative for unaccompanied homeless young adults who identify as lesbian, gay, bisexual, transgender, queer or questioning; provided further, that Massachusetts Housing and Shelter Alliance, Inc. shall be solely responsible for the administration of this program; and provided further, that Massachusetts Housing and Shelter Alliance, Inc.shall file a report with the clerks of the house of representatives and senate, the undersecretary of housing and community development and the chairs of the house and senate committees on ways and means not later than January 2, 2020 on the number of people served, the average cost per participant, the demographics of those served, whether participants have previously received government services and any projected cost-savings in other state-funded programs; and provided further that $2,500,000 shall be expended for a statewide permanent supportive housing program for people experiencing long-term homelessness who have complex medical and behavioral health needs, for the purpose of ending homelessness, promoting housing stability and reducing costly utilization of emergency and acute care; provided, that the Massachusetts Alliance for Supportive Housing, LLC, shall be solely responsible for the administration of this program; and provided further, that the Massachusetts Alliance for Supportive Housing, LLC, shall file a report with the clerks of the house of representatives and senate, the undersecretary of housing and community development and the chairs of the house and senate committees on ways and means not later than January 2, 2020 on the number of people served, the average cost per participant, the demographics of those served, whether participants have previously received government services, utilization of emergency and acute care and any projected cost-savings in other state-funded programs"; and in said item by striking out the figures "$2,390,000" and inserting in place thereof the figures "$4,890,000"
