RTA Base Revenue & Inflation Factor

Representatives Peake of Provincetown, Linsky of Natick, Robinson of Framingham, Vieira of Falmouth, Kane of Shrewsbury, Vega of Holyoke, Gifford of Wareham, Farley-Bouvier of Pittsfield, Sabadosa of Northampton, O'Connell of Taunton, Meschino of Hull, Fernandes of Falmouth, Lewis of Framingham, Muratore of Plymouth, Finn of West Springfield, Carey of Easthampton, Garry of Dracut, Puppolo of Springfield, Crocker of Barnstable, Haddad of Somerset, Ferguson of Holden, Hay of Fitchburg, Minicucci of North Andover, Keefe of Worcester, Mark of Peru, Blais of Sunderland, Domb of Amherst, Ciccolo of Lexington, Cabral of New Bedford, D'Emilia of Bridgewater and Hunt of Sandwich move to amend the bill by adding the following section:

SECTION XX.  Subsection (d) of section 2ZZZ of said chapter 29, as so appearing, is hereby amended by striking out clause (2) and inserting in place thereof the following:

(2) “Base Revenue amount” for fiscal year 2020, the amount of  $90,500,000 to regional transit authorities organized under chapter 161B or predecessor statutes in each fiscal year and beginning in fiscal year 2021 and each fiscal year thereafter, the base revenue amount multiplied by the inflation index for the preceding 12 months, as certified by the comptroller on March 1 of each year; provided, however, that in no year shall the base revenue amount exceed 103 per cent of the base revenue amount applicable for the prior fiscal year; provided further, that if in any year the inflation index is less than 3 per cent but greater than the per cent increase in gross sales tax revenues pursuant to chapters 64H and 64I in the preceding 12 months, excluding any portion of such taxes imposed on meals as defined in paragraph (h) of section 6 of said chapter 64H, then the base revenue amount shall be adjusted by the same percentage increase in those gross sales tax revenues.
