Clarifying Proportional Phase-In

Ms. Higgins of Leominster moves to amend the amendment in section 26, by striking out, in lines 648 and 649, the words “the general appropriations act shall increase foundation and increment amounts over the prior year in an equitable and consistent manner” and inserting in place thereof the following words:-

“the proportion relative to full incorporation by which the general appropriation act shall increase each foundation and increment amounts over the prior year in an equitable and consistent manner shall be equal.”
