Amendment #16 to H4137

College and Career Readiness

Mr. Roy of Franklin moves to amend the amendment in section 4, in line 88, by striking out the word “and”.

in section 4, in lines 89-90 by striking out the words ” (iv) a description of how the district will effectuate and measure increased parent engagement.”  and inserting the following:

“(iv) a description of the strategies and programming the district will employ for improving rates of student preparedness for workforce and post-high school success including the district’s consideration of the following: (a) early college programs, (b) career pathway programs, (c) the awarding of industry-recognized credentials, (d) work-based learning opportunities, (e) early career exploration programs, (f) internships, (g) increased expectations for all students, (h) increased access to Advanced Placement courses, and (i) expanded access to computer science instruction; and

(v) a description of how the district will effectuate and measure increased parent engagement and increased involvement of the business community in school planning and program design partnerships;”

in section 4, in lines 108 to 129 by striking out section “Section 1T” and inserting in place thereof the following:

“Section 1T. (a) The secretary of education shall establish statewide targets for improving rates of student preparedness for workforce and post-high school success statewide and among student subgroups in the aggregate and within subcategories of student demographics and districts. The targets shall include annual benchmarks on the progress expected to be achieved in the aggregate and by subcategory of students, as well as for categories of districts.

(b) The secretary of education, in consultation with the data advisory commission established in section 17 of chapter 70 and in conjunction with each public school district, the department of elementary and secondary education, the department of higher education and other relevant state agencies, shall collect and make publicly available data on student preparedness for workforce and post-high school success by school district and high school.  The data shall provide information on the success of students in completing coursework, matriculating to post-secondary education or training coursework, completing post-secondary coursework or training and entering the workforce. The data collected and made publicly available shall include, but not be limited to:

(i) student access to high-quality instruction and coursework, including, but not limited to, the number of students enrolled in: (A) a MassCore curriculum; and (B) advanced placement coursework;

(ii) student participation rates in college and career readiness programming and the percentage of students in internships and earning industry-recognized credentials; and

(iii) post-secondary application, acceptance, remediation, persistence, and graduation rates; and

(iv) the percentage of students, at sixteen months post-high school graduation, attending college or other types of education or training program, or employed with a sustainable wage.

(c) Annually, not later than December 31, the secretary shall report on student preparedness for workforce and post-high school success by school district and high school, including any factors that limit access to any programs indicated in this section and progress made in meeting the targets established as directed in subsection (a) of this section, to the clerks of the house of representatives and the senate, the joint committee on education and the joint committee on labor and workforce development.

(d) The department may authorize school districts to combine the reporting required in this section with the reporting required from school districts pursuant to section 1I.”

in section 14, in line 423, by striking out  the word “and” the first time it appears

in section 14, in line 425, by inserting after the word “enrollment” the words "and (C) approaches to improving rates of student preparedness for workforce and post-high school success.”
