Public Construction Inspections

Mr. Donahue of Worcester moves to amend the bill in section 4, in line 382, by inserting after “projects." the following: “Notwithstanding any general or special law to the contrary, public employees shall carry out the construction inspection functions for all surface transportation projects receiving State or Federal funding.

CONSTRUCTION INSPECTION FUNCTIONS- The term “construction inspection functions” means construction engineering, contract administration, quality control inspection, material testing, and resident engineer and assistant resident engineering functions.

PUBLIC EMPLOYEE- The term “public employee” means an employee of a Federal, State or local government.”
