Mr. Straus of Mattapoisett moves to amend the bill in section 22, by striking out, in lines 591 and 592, the words “Bonds and interest thereon issued pursuant to this section shall be general obligations of the commonwealth.”

And moves to further amend the bill in section 23, in lines 594 and 596, by striking, in each instance, the words “and 20” and inserting in place thereof the following:- 20 and 22
