Equitable Tolling

Ms. Peisch of Wellesley moves to amend the bill by inserting after section 25(d) the following sections:

(e) The Massachusetts Department of Transportation (herein after the “Department”) shall establish roadway pricing to be implemented no later than July 1, 2021 on all Boston metropolitan area roadways and all interstate highways, including but not limited to Interstate 93, Interstate 84, and Interstate 91, and shall file an implementation plan including the establishment of so-called congestion tolling required by section (f) with the Clerks of the House and Senate no later than January 1, 2021;

(f) The Department shall develop a mechanism for adjusting tolling on these roadways to incentivize use of the roadways during periods of low utilization and use of alternative forms of transportation including public transit options during periods of high utilization; said mechanism shall be implemented no later than July 1, 2021. All funds derived from this mechanism, also known as congestion tolling, shall be dedicated to improving public transportation, including the commuter rail and rapid transit, and the maintenance and improvement of dedicated bus lanes on said roadways.
