Low Number Registration Plate Auction

Ms. Ferrante of Gloucester moves to amend the bill by adding the following section:-

"SECTION XXXX. The registrar shall establish a low-number registration plate auction pilot program that shall be limited to not more than 25% of the low-number plates currently available. The registrar shall determine and publish online the eligibility requirements, procedures and schedules for any auction conducted pursuant to this section; provided, that the registrar shall promote the interests of broad public participation and fairness in establishing such eligibility requirements, procedures and schedule; provided further, that such auctions shall be scheduled periodically at reasonable intervals; and provided further, that all applicants shall be residents of the commonwealth with an active Massachusetts driver’s license and that applicant requests for a specific registration plate number shall not be honored.”
