Amendment #9 to H4708
Special Commission on Facial Recognition Technology
Representatives Gregoire of Marlborough, Wagner of Chicopee, Puppolo of Springfield, Tucker of Salem and Cusack of Braintree moves to amend the bill by adding the following section:-
“SECTION XX. There is hereby established a special commission on the use of facial recognition technology in the Commonwealth. The commission shall be comprised as follows: The Secretary of Technology Services and Security or their designee from within the department, the Secretary of Public Safety and Security or their designee from within the department, the Secretary of Transportation or their designee from within the department, the Secretary of State or their designee from within the office, the Attorney General or their designee from within the office, the State Auditor or their designee from within the office, the Treasurer or their designee from within the office, the Chief Justice of the Trial Court or their designee from within the court, the House and Senate Chairs of the Joint Committee on State Administration and Regulatory Oversight, the House and Senate Chairs of the Joint Committee on the Judiciary, the Chair of the House Committee on Technology and Intergovernmental Affairs and the Chair of the Senate Committee on Intergovernmental Affairs. The purpose of the commission is to review the use of facial recognition technology by state agencies and to develop standards to create a fair and just balance between public safety and the civil rights of the citizens of the Commonwealth. The commission shall conduct public hearings and solicit input from stakeholders and experts in the subject matter. The commission shall make recommendations and report back its findings accompanied by any legislation to the Clerks of the House and Senate by June 30, 2021.”
