Substantiated complaint history transferral to Massachusetts police standards and training commission
Miss Garry of Dracut moves to amend the bill, as amended, in Section 79, by striking the following:
"Notwithstanding any general or special law or collective bargaining agreement to the contrary, on or before December 31, 2020, every law enforcement agency, as defined in section 1 of chapter 6E of the General Laws, shall provide to the Massachusetts police standards and training commission, in a form to be determined by the commission, a comprehensive disciplinary record for each law enforcement officer, as defined by said section 1 of said chapter 6E, employed by said agency, including, but not limited to: (i) every complaint of which the officer was the subject of during the course of their employment with the agency; and (ii) all disciplinary records of the officer, including the final disposition of a complaint, if any, and any discipline imposed. On or before June 1, 2021, the commission shall provide to each agency a list of each officer currently employed in the commonwealth, and each agency shall provide to the commission, in a form to be determined by the commission, a comprehensive disciplinary record for each law enforcement officer previously employed by said agency or a transferor agency for which the agency is the transferee agency, including, but not limited to: (i) every complaint of which the officer was the subject of during the course of their employment with the agency; and (ii) all disciplinary records of the officer, including the final disposition of a complaint, if any, and any discipline imposed."
and inserting in place thereof the following;
