Amendment to ensure the continued enhancement of the offshore wind industry in the Commonwealth
Mrs. Haddad of Somerset moves to amend the bill, as amended, by adding the following new section: SECTION XXXX
SECTION xxxx. Subsection b of section 83C of chapter 169 of the Acts of 2008, as amended by chapter 188 of the acts of 2016, is hereby amended by striking out the figure “1600” and inserting in place thereof the following figure:- 3,600 (
SECTION 2. Said subsection b in section 83C is hereby further amended by striking out the figure “24” and inserting in place thereof the following figure:- 12
SECTION 3. Said subsection b in section 83C is hereby further amended by striking out the following:-
“; provided, however, that the department of public utilities shall not approve a long-term contract that results from a subsequent solicitation and procurement period if the levelized price per megawatt hour, plus associated transmission costs, is greater than or equal to the levelized price per megawatt hour plus transmission costs that resulted from the previous procurement”
SECTION 4. Said section 83C is hereby further amended by inserting after subsection d the following new subsection:-
(e) The winning bid shall create and foster employment and economic development in the Commonwealth and represent not less than fifteen percent of the proposal’s overall score in the bids selection process. The winning bid shall be chosen by the selection committee which shall consider all proposals and criteria in subsection (d) when making a final decision. The committee shall consist of the following members: the secretary of energy and environmental affairs, which shall be the chair; the attorney general; the secretary of the executive office of housing and economic development; and the house and senate chairs of the joint committee on telecommunications, utilities and energy.
