Amendment #56 to H4912
Investing in Working & Environmental Justice Communities
Ms. Robinson of Framingham moves to amend the bill, as amended, by adding the following section:
SECTION X. Section 7 of said chapter 21N, as so appearing, is hereby amended by adding the following subsection:
"Any proceeds recovered from market-based compliance measures established by this chapter, excluding any funds devoted to household rebates pursuant to this chapter, shall ensure no less than forty (40) percent of the available monies raised be used to benefit low-income households, regardless of location, through spending on greenhouse gas reducing programs and projects located within the boundaries of, and benefiting individuals living in, low-income and environmental justice communities. Low income shall be defined for this purpose as households with incomes at or below sixty (60) percent of state median household income."
