Nursing Home Zero Interest Loans

Mr. Golden of Lowell moves to amend H.5150 by inserting after section 13 the following new section:-

SECTION 13A. Chapter 29 of the General Laws is hereby amended by inserting after section 2CCCCC the following new section:-

Section 2DDDDD. There shall be established and set up on the books of the commonwealth the Massachusetts Nursing Home De-Densification Loan Trust Fund, hereinafter referred to as the fund, to be administered by the secretary of health and human services.  The proceeds of the fund shall be used to provide zero-interest loans to nursing homes for de-densification projects for the purposes of promoting infection control.  Loans shall be provided to nursing homes for the purposes of converting 3 or 4-bed rooms to 1 or 2-bed rooms and to convert 2-bed rooms to single rooms.  There shall be credited to the fund any appropriations or other monies authorized by the general court and specifically designated to be credited to the fund; proceeds of any bonds or notes of the commonwealth issued for the  purpose; any federal grants or loans; any private gifts, grants or donations made available; and any income derived from the investment of amounts credited to the fund. The secretary of the executive office of health and human services shall pursue and maximize all opportunities to qualify for federal financial participation.
