Amendment #52 to H5150

Ensuring Stability of our Public Colleges and Universities

Representatives Garballey of Arlington, Mark of Peru and Higgins of Leominster moves to amend H 5150 by inserting, after section 20, the following section:-

SECTION 20A. Notwithstanding any general or special law to the contrary, the expenditure of funds appropriated in this act for campus operation in the commonwealth's community colleges, state universities, and University of Massachusetts shall be contingent on the cessation of layoffs and furloughs of campus faculty and staff; and provided further that the board of higher education and the Board of Trustees of the University of Massachusetts shall submit a plan to reinstate employees who have been laid-off and campus programs that have been eliminated on or after July 1, 2020 due to projected state budget shortfalls related to COVID 19 pandemic, to the committees on Ways and Means and the Joint Committee on Higher Education by December 31, 2020.
