Mr. Williams of Springfield moves to that the bill be amended in section 2, in line 4005-0005 by adding the following "Not less than "$10,000" shall be expended to" RBC ":and said item by striking out figures "$10,000,000" and inserting in place there of figures "$10,010,000"
