Decoupling RAFT and Homebase

Ms. Sabadosa of Northampton moves to amend the bill in section 2, in item 7004-9316, by adding the words, "provided that for households impacted by COVID-19, benefits received by a household in a 12-month period from this item shall not be taken into consideration when ascertaining eligibility for item 7004-0108 or any other housing stability program, nor shall other programs affect eligibility for this program."
